Strategic Alternatives for the Gaza Strip

Israel has not succeeded in neutralizing Hamas’s ability to continue operating in terrorist and guerrilla patterns against IDF forces inside the Strip. Moreover, the organizations in the Strip retain the ability to carry out cross-border attacks against Israeli targets, Ofer Guterman notes in this INSS Policy Analyss. There is consensus in the Arab World on the need for Palestinian rule in Gaza, but as yet no agreement on its identity. This situation, along with the absence of any alternative capable of threatening Hamas’s rule, and the failure to return all the hostages to Israel, reflects Israel’s failure to achieve the war’s stated objectives. The essay sets out working assumptions on the current situation, defines Israel’s strategic interests in relation to the Strip, and analyzes alternatives based on those assumptions and interests.
