As technological innovation continues to change the realities of war, the lack of agreement about how pre-digital rules apply to the digitalized battlespace risks turning legal arguments in an extension of conflicts, notes Aurel Sari in this article for the Carnegie Endowment for International Peace. Modern information and communication technologies facilitate the production of legal claims and arguments in several formats, from simple social media posts to extensive and highly sophisticated blogging. As in other spheres, the ease with which such legal information can be produced, transmitted, and consumed has led to greater participation in these activities. The author suggests that this has given access and a voice to actors from diverse backgrounds, with varying levels of status and expertise, including public officials, private citizens, reputable experts, lay persons and imposters. https://carnegieendowment.org
