Victims, Perpetrators or Agents of Change?  Gender Norms and Protection

Gender norms - that is, expectations of roles and behaviours expected of men and women - play a vital role in how people experience crises and their capacity to respond. Megan Daigle, Ján Michalko and Leen Fouad suggest in their article for the ODI Global that the political landscape continues to push back against gender justice, while a gender lens is essential for effective risk analysis and delivery of life-saving humanitarian action. People of all genders who are living through conflict face complex risks, but also have their own skills and capacities, as they can be victims, perpetrators and agents of change at different times. Getting gender-responsive protection right, especially in the context of the humanitarian reset, is not just a question of the substance of protection, and the risks it perceives and to which it responds, but also of the systems, structures and cultures of international humanitarian action. https://media.odi.org
