Preventing an Era of Nuclear Anarchy

Addressing vulnerability and promoting security
Sep 26, 2025 | Carnegie Endowment for International Peace

In their article for the Carnegie Endowment for International Peace, Mariano Florentino, Ernest Moniz, and Meghan O’Sullivan present a detailed blueprint for reducing nuclear proliferation risks in the 21st century. To execute this strategy, they recommend concrete actions for policymakers and explain how U.S. security benefits from bolstering compacts with allies to limit their temptation to pursue nuclear weapons. At the same time, strengthening institutions like the Nuclear Non-Proliferation Treaty (NPT) and IAEA safeguards system, buttresses U.S. goals. The authors also urge the growth of the civilian nuclear energy sector to meet surging domestic and global demand, while mitigating the potential for weapons proliferation. https://go.carnegieendowment.org
