Talking About Poverty in a Jobs and Economy Framework

Reducing poverty and improving equity

Poverty rates are largely determined by job availability and job quality. Unemployment levels , median earnings and wage inequality are key variables. This paper by the Centre for Economic and Policy Research (CEPR) focuses on poverty trends in the United Sates over the last several decades.  It recommends that:
  • Emphasis be placed on the ‘big-picture’ - the relationship between policy and economic security for both low- and middle-income Americans; and
  • the allegation that people living below the poverty line are inherently different from people living above it, be avoided.
